Primary Care Trusts have been functioning in England since 2000; there are currently 152 in England. They are government-funded, NHS organisations which were set up to understand and provide for local healthcare needs.
Though PCTs focus on providing primary care (i.e. most medical care except hospital care) they also fund and work in partnership with local hospitals.
They have their own budgets and staff and work alongside self-governing local hospitals, local doctors, dentists, NHS walk-in-centres, patient transport services and pharmacies to plan and deliver an agreed level of patient services. So central to the NHS are PCTs that they now control around 80% of the NHS budget.
PCTs aim to: improve the health of local people by extending their services to meet a wide range of community health issues; develop primary and community health services and improve clinical standards; commission hospital and community services to provide a wide range of health services to local residents - including mental health, pharmaceutical, dental and ophthalmic provisions.
